A point missed here. These states people are leaving have a lot of public employes to miss manage all the never ending state programs. These people thanks to their union contracts retire young with life long unfunded benefits. They don't want to pay high taxes either so they move too. The people who stay are then stuck paying for them plus the replacements for the retired people that wern't needed in the first place.
