Get rid of FEMA use the money for the states to form a rainy day fund not to be raided. States could help each other. Storms don't stop at state lines. The national guard can cordiate things and use their resources and ask the president to authorize regular military as needed. Local people can and are willing do a lot to help when push comes to shove. Encourage them. Have any of our so called allies helped? End aid. Close down overseas bases that we don't need. Stop pumping money into their countries.

A rainy day fund not to be raided? Kinda like the Social Security Trust Fund? There is one thing that very few in the political class are capable of resisting, the urge to spend other people's money.

Our legislature has a rainy day fund, and it is only used in emergencies.
We even had to stop them from using it to supplement the general fund.
It can be done.
