You have that backwards, Elmer. The idea the administration had was to allow, in direct violation of statute, the Federal government to subsidize insurance on exchanges not created by a state. As the legislation is written, the government is not allowed to subsidize insurance in strictly Federal exchanges. The administration is trying to hide that fact until after the elections. So much of this administration has been "button, button, who has the button".

Last Friday, House Oversight Committee chairman Darrell Issa (R-CA) and colleagues sent a letter to Treasury Secretary Timothy Geithner and Internal Revenue Service Commissioner Douglas Shulman accusing Treasury of “either willfully misleading the Committee or…purposefully withholding information that is essential to the Committee’s oversight effort.”
