Professor Sowell has identified a very important point in asserting that even the brightest intellectual does not possess as much information as a collective group of millions of people.

This is known as the wisdom of crowds.

Instead of being seduced by the brilliance of an argument policy makers needs to slow down and subject all ideas to a process that allows a wide range of opinions to be brought to bear.
