If Congress raises the sales tax rate too high, consumers will reduce the amount of new goods and services that they purchase and buy used goods instead. As pointed out by Alexander Hamilton, the result will be that federal tax revenue diminishes and the rates will have to be lowered. In that way a federal sales tax will find a FAIR rate.
