A sales tax hits all consumers just as inflation does but both hit the poor the hardest. It is the "prebate" that makes the Fair Tax fair. A person living below the poverty level would, in effect, pay no sales tax out of their own pocket. Since every legal citizen would receive the "prebate" nobody is getting a special favor.
