But Madison was no apologist for minority rule or obstruction as Will seems to be.
Madison was the author of the Virginia Plan which proposed that both houses of the new Congress be allocated by population. We would have a far better government if Madison’s original plan had prevailed.
But New Jersey objected, and Madison had to accept a compromise that led to the situation today where in the U.S. Senate a voter in Wyoming (population 544,270) is 18 times more important than a voter in Michigan (population 9,969,727).
And the filibuster makes matters worse. Will essentially is arguing that 41 Republican Senators (representing 231 million voters) should be able to block...
