It quite a stretch to jump from "while President Bush was in the White House" to "GW Bush is responsible for ... record 2009 deficit... If you just glance at your copy of the US Constitution, you will see that the President can only spend and must spend monies authorized by Congress. The President has no control or any responsibility for deficits or surpluses.
