Missing in the article is when hunting as we know it in the USA is banned and animal populations have to be culled contract hunters are brought in to do the deed on the citizens' (oops dirty word-taxpayers') dime. So the animals are still shot and killed but the difference is the shooters get paid for it where hunting is outlawed and they pay to do it and put money in the ecosystem where it's allowed.
