1) How/when did education performance stop being the responsibility of students & families, and get placed squarely on the shoulders of teachers? 2) You can have the finest education system of all time, but if the students & their families think it's a joke then aren't you just "casting pearls before swine"? 3) In any endeavor, if someone's doing better than you, then you should start copying what they do to improve your own performance. That applies to business, sports, etc. So when public schools see other methods working better in other schools (private, home, etc) how come they don't immediately adopt those methods? I don't get it.
