Our government picks and chooses which laws it wants to enforce, they'll tell you anything to get what they want and do what they feel like later. What recourse do you have after they screw ya? None really. This problem is an effect of the welfare state and is a means to expand it. The government wants an electorate in their own image, that way they can claim consent of the governed while enriching themselves.

According to a new Rasmussen Report, the majority of American voters will only support an immigration reform package if border security comes before a path to citizenship.

Just 26% support a plan that would provide legal status for those already in the country illegally who otherwise have obeyed the law if it doesn’t include tougher border control. Fifty-eight percent (58%) oppose a plan stripped of this provision.
