The patient compensation fund which was illegally (per court decision) raided by Dem Gov Doyle has been paid back. The money owed Minnesota for tuition reciprocity ($59 million) and not paid by Doyle, has been paid, keeping the agreement in place. School districts that didn't rush to complete contracts prior to implementation of ACT10 are now seeing surpluses and some are hiring teachers. Those that didn't are facing deficits and layoffs. Local districts now have the ablilty to get rid of poorly performing teachers and reward top teachers.
