Divide and Conquer. Make the GOP look like miserly meanies by forcing them to vote against it. We've all seen this movie again and again. The Dems lay it on thick. The Republicans frown and shake their heads. If the GOP fails to get out the way of this bus, then we'll know where their hearts are.
