Perhaps serving in congress should be like serving on a jury. Everyone subject to being called up to serve at any time for at least one session and compensated a fixed amount for the service. After the session the citizens are released from their obligation and allowed to return to their private lives to live and work under the regulations they have enacted.
I would be willing to bet there would be a lot less legislation and regulation.
