If you are talking about the photo they displayed at the DNC Convention the ships weren't Norwegian.

They were Ships from the Russian Black Sea Fleet.

By the way if you look closely at the photo you'll see that the photo showed the stern's of the ships.

That's a blatant sign of disrespect and an insult.
