Now that I reflect on this, it was the countries that are now having the most financial troubles that most often were having union strikes. Germany was seldom a problem, I never noticed any strikes there.
In Europe for an extended stay, we often went on short sight-seeing trips. All too often where we went they would be some strike going on that would interfere with what we wanted to see. So we would just go to an adjoining country and sightsee, and spend our dollars there.

This was always a puzzle to me. I know a family whose 2 children were one of the first to enter this program. They were not really poor by my observation. I knew the father was employed as a US mailman, They sold much valuable lumber from their farm and a friend looked at the piles of logs and estimated it in the 6 figure category and now their farm recently sold for another 6 figures! By the way, the kids grew up to have good jobs and be productive member of society. One is a computer specialist and the other an accountant. However, you can't really attribute that to this government program because all the cousins of this family have done well, even including one with a doctorate.

In the housing industry we looked at vacancy rates as a major indicator of opportunity. One lecturer brought us to reality when he commented that (at that time - the 1980's) China had the least modern housing. Then he asked us to look at income data to clarify the real indicator of opportunity for the housing market. Vital!
