what we have here is a president (inventor) who has an idea for a new type of aircraft. He insists it will be the best one ever put together. He assigns a large group of people to be in charge of every wing, wheel and bolt on the aircraft. he assigns a few more groups of people for design and modifications, then another few groups in charge of construction. All these groups require funding and maintenance costs and benefit packages. they start construction and the groups all say the design has been fully checked out and eveything will work. After the plane is constructed they launch it. the first thing that happens is the wheels fall off during the takeoff. they say it had to do with the rubber companys defect.
