Even 8% is too many. Otherwise apparently no one cares. Certainly not the government else they would have take some sensible action over that decade or the one since to solve the fundamental societal problems.

Consistent with previous work, Blacks continued to exhibit higher homicide rates compared to Whites and Hispanics throughout the 1990s.
