As noted in the article, recent DHHS study suggests that Headstart has not demonstrated any advantage to students that went through the program. In short... yes, it has failed to deliver. Which makes doubling down on the program with this proposed expansion nothing more than more vote buying by the President. Free day care for lower income families.

When I lived in Missouri, our local HeadStart had to beat the bushes each year just to get enough students to justify its existence - and this was in a low-income area! Why does ANYONE think this "universal preschool" baloney will actually work?
President Obama's recent stumping for a federal preschool initiative has promised a lot to America. In his State of the Union speech, he spoke of making "high-quality preschool available to every single child in America." In his push, however, President Obama is promising something he has no plan to deliver.
