And? I was referring to the state budget, not local. Local govts thru much of the country have had trouble because of the housing bubble bursting in 2008. That hurt their tax revenue a lot because local govts rely upon the property tax heavily.

Brown's budget is balanced on a foundation of fictitious revenue projections. Real revenue from individual and corporate income taxes has been falling far short of projections. The result will be another huge deficit, not a surplus.
