We drove through Pennsylvania last month. Near Wilkes-Barre there were signs about the stimulus money at work. Traffic going the other way was backed up for miles. I don't know whether any work was being done but apparently there is an effect in traffic flow, not to mention the signs.

My understanding was that per capita alcohol consumption dropped during prohibition and took decades to get back to where it was. (I do not have the figures with me.) That says that prohibition worked. The problem was in the unintended consequences which were finally admitted to be worse than the original problems.

You might check the amendment procedures in the Constitution of the United States of America. It explicitly prohibits amendments which reduce a state's representation in the Senate.
On 14 September, John says how Mr. Bush had czars as well and cites three new stories. Unfortunately, the three mentioned do not seem to have power over people outside of government. In case he missed it, the article was about uncontrolled power and the assumption of power over private citizens without Congressional authorization. Appointing someone who can determine pay rates with no Congressional authorization is a bit different from negotiating a bill which would create a position to supervise the program the bill is creating. Both are bad ideas, one is dictatorial.
