So, in all seriousness, who do we "surrender" to in a "war on terror?" For that matter, who can "surrender" to US in a "war on terror?" The beauty (for statists) of the concept of a "war on terror" is that it will literally go on FOREVER. So long as there is some undefined "threat" we can be on a war footing until the end of time.
