you might actually want to learn economics because Carter or the CRA didn't cause the housing market crash. the boom started in 1997 when the capital gains rate was changed in TRA97, combined with financial deregulation and the Bush admin allowing wallstreet to self-regulate (history has shown time and time again how well this practice works in reality) and we have massive rent seeking activities by the top perpetrated on the bottom...CRA banks actually have the lowest loan default rates.
