Yes! It's called the "free market", with these caveats: Tort reform, and loser pay laws to stem frivolous lawsuits. Setup Personal Medical Spending Accounts (PMSA) which you use to handle routine healthcare, (the government can even put in a percentage instead of trying to be the a one size fits all), then carry catastrophic insurance only for catastrophes. This insurance can be purchased across state lines and personally owned, the competition will cause the price to drop. Drop all employer coverage lieu of increased pay earmarked for your PMSA . The PMSA 's will give every person the opportunity to shop around to find the best medical practices and prices. This too will act to drive prices down as doctors and medical facilities seek our and the worlds business. That's a start. I believe that Dr. Ben Carson had similar ideas.
