How do illegal immigrants get driving licenses in states that do not allow it? The world is, and always has been a place where there are always those who will violate the rules , not only of law, but of fair play for their own profit. That $500 under the table , illegal payment to pass that test or get that license is the way that many in our world enhance themselves.
We are at a stage in America's history where , sad as it sounds, I believe we must praise those for simply doing their job without cheating.
