According to Dictionary.com, a decade is
1. a period of ten years: the three decades from 1776 to 1806.
2. a period of ten years beginning with a year whose last digit is zero: the decade of the 1980s.

So a decade did indeed begin on January 1, 2010.

Just wondering... in 2000 dollars, what was the value of products manufactured in the USA in 1979? That important statistic is missing from the essay.
