Maybe you should study a little history. Slavery in America ended with the adoption of the Thirteenth Amendment (not by popular vote). The right of women to vote in America occured after adoption of the Nineteenth Amendment (not by popular vote). Interracial marriage became legal in America after Loving vs. Virginia in the United States Supreme Court (not by popular vote). So, please give me an example of a civil right that was put to a popular vote. Bishop Jackson is wrong. Civil rights should never be put to a popular vote.
Does Rev. Jackson believe the American public should have voted on interracial marriage? If so, it would have lost be a large margin. Does Rev. Jackson believe the American public should have voted to make slavery illegal? If so, it would have lost by a large margin. Does Rev. Jackson believe the American public should have voted on allowing women the right to vote? If so, it would have lost by a large margin. It seems he has one set of rules for black folks and another one for gay folks. That doesn't sound like equality, does it?
