I do not thing we need new hires in the schools. Most schools could raise volunteers to screen, license and train from within existing staff, thereby multi-tasking those staff; for an additional stipend, of course. Don't create another interest group/bureaucracy. Actually, let the schools choose thier methodologies. Local control.
