Because the drug dealers and armed illegals are part of the Obama Team. Can't be shoot'n at our own people, dontcha know. The next step pending is to disarm all border patrol officers and immigration officials. Don't want our people to be getting hurt by some redneck law enforcement guy. As soon a Sheriff Joe is displacedd Napolitano will be disarming the local sheriff departments along the border. I guess we will be providing boots for the people wading the Rio Grande (we have already set up water stations in the desert), don't want our potential voters getting a cold and not getting to the voting booth.

It's one thing to tell civilian employees to cower under a desk if a gunman starts spraying fire in a confined area, say members of Tucson Local 2544/National Border Patrol Council, but to give armed law enforcement professionals the same advice is downright insulting.
