Just because you keep repeating that statement doesn't make it true. ROE isn't 'derived' from international law. It is 'in accordance with.' You keep making the statement, implying over and over, attempting to put responsibility for the ROE on anyone other than this administration. ROE is set by a number of factors, in accordance with international law, by everyone from the local commander to the office of the president.
