You cannot cheat and get around the duty to declare war by ginning up some phony, open-ended "authorization to use force" anywhere, anytime, at the the leader's peerless whim.

A declaration of war, by any sane definition, includes naming a specific adversary NATION (not a gang of thieves, or a gang of pirates), and defining victory as defeating or reaching a peace accord with that nation.

An "authorization to use force," anywhere, anytime, with the glorious leader defining just who constitutes an enemy, and free to use whatever tactics the glorious leaders wishes, is a prescription for tyranny.
