Under common law, if you cause another to be in a state of need, you are responsible to make the other whole. That is the case for both parents causing the state of need for the baby, from conception until they can support themselves. Under common law you are nor obligated to help another if you did not cause the harm or need, even if the other is in mortal danger. That is the case of the mother (not father) in rape. This provides common law justification for abortion for those relatively rare rape pregnancies.

I love dogs. I admire dogs. They bring me great joy. I have lots of stories. I miss every dog I ever owned. I appreciate Barkoukis's article. But this senate bill (click on "challenged" link) is silly.

My point is that, although it might make perfect sense for an individual to invest in home ownership, as a NATIONAL POLICY, promoting home ownership has encouraged money away from capital investments where the true productivity lies.
