It was balanced only if you count the surplus in the Social Security fund at the time, which isn't the government's money to count against the surplus in the first place. However, since you like to refer back to the Clinton years, with slightly higher tax rates and a supposed surplus, then YOU need to acknowledge and agree with the final part of the equation--that spending levels need to go back to where it was back then too. If you can't accept that, then you have zero business talking about the so called Clinton surpluses. But thanks for playing Sybil.
