Not entirely true . . . the Southern states wanted slaves counted as FULL persons. Then North saw their apportionment power diluted by counting slaves as whole persons; they were successful in having slaves counted as three-fifths persons.

Correct as most laws that have held back blacks or kept blacks in their place have always been liberal dumbocrat laws. The only unbelievable part of that is that the blacks still think it was, is and has been the repubs that are against them? Lincoln and the actual congressmen that have passed civil rights laws were all republicans. We need to teach more reading comprehension to blacks. Go figure.
