I know it sounds bad and it is to some extent because if the city is failing how do they come up with the money for bonuses like these, but I know a teacher who is an extremely hard worker and she could really use this. Her pay is on the very low end because she doesn't have many years behind her yet and she has a lot of difficulty dealing with the 'parents'. Her position involves calling and sometimes paying a home visit to the parents.

I will say though that some of her co-workers could be doing a much better job to earn this...

Believe me, nimh2, they deserve the dough. They risk their lives every day when they enter the school buildings where they work. Those bonuses are hardly a "pinch" in the millions of dollars of taxpayer money dumped into urban education.
