A president has twice been elected who based his life and political campaigns on fomenting and aggravating grievances, sequentially pitting Group A against Group B, drumming the message that Group A are victims and that Group B are the cause, that Group A are justified in taking from Group B for redress, and that he will apply the power of the federal government to help Group A. This message of expectations, justification, and empowerment is repeated/implemented by the president’s administration and bureaucrats in the thousands. It’s parroted by the media and in the schools. So, when Group B (lawfully) resist or the money runs out, and expectations are unfulfilled, it will be no surprise if Group A become actionably angry.
