With out knowing any more than what I see on the video, my first acion, were I one of the investigating policy would be to ask the guy if he had ever seen this woman before. She seems to be acting as though she has a grudge against him; as soon as she sees him, she move in for the attack. Maybe this is due to none-specific rage at white people or maybe she has a specific beef with him but I can't tell from the vid. Which is an arguement for treating this as simply assualt rather than a hate crime.
