The House voted this week on a bill that would ban abortion after 20 weeks in the District of Columbia. The District of Columbia Pain-Capable Unborn Child Protection Act (H.R. 3803) required a two-thirds vote, but fell short after 148 Democrats and 6 Republicans voted in opposition.
