Leaving aside the question of whether any government ought to provide any form of public housing, ... IF public housing exists there should certainly be firmly enforced standards of behavior for its residents and a means of enforcing those behavioral standards. People who don't like conforming to expected standards can CHOOSE to provide their own housing at their own expense.
