The wording of question 11a seems clear. Regardless of whether you keep the firearm or give it to someone who can legally own it, IF you are the "buyer"--IOW, if you pay for the gun--then it seems to me the purchase is legal.

Yeah, if you pay with your money , are approved through NICS, and take possession, then you can give the gun as a gift to anyone who can legally own a firearm.
