I don't buy into the "paying illegals under the table" bit. I am self-employed, and I fail to see where employers come up with all this cash to pay "under the table". If a person has given an employer a false SS number, then that person is guilty of another crime. I also fail to see what is "broken" under the current rules. Lack of enforcement does not qualify as a "broken system", it is merely lack of enforcement which should result in the dismissal of those refusing to enforce the current law.
