Right-so what can we do about it?

One thing immigrants should be required to do is keep a billable address. Then they could legally obtain an ID, vote, pay taxes, legal fines, and healthcare bills for all those gunshot wounds and illegitimate-births. Why dont hospitals even ask for an address and bill these people for thier healthcare?
