Chris, There's NOTHING in the Constitution that prohibits it either. Therefore your argument falls apart. Not that I'm for giving foreign aid, it's just that your understanding of the U.S. Constitution is very shaky, at best.
Simple-minded is more accurate. Europe has had the VAT for decades. It started out small and has grown to ridiculous levels over time in some countries. At the same, income (and other) taxes in those countries have grown.

Now, I could really get behind this waste of taxpayers' money if they could find some way to tailor this smoke detecting underwear to fit that little shrimp running on the treadmill. Because no one should have to eat shrimp that spent their entire life smoking cigarettes or cigars underwater. We all know the danger of whatever-hand smoke from shellfish. If even one life can be saved...
