Joseph, Spoken like a true communist like your name sake, Joseph Stalin! The people who drive the most are typically the most productive (i.e., driving to work, delivering packages, etc.). Whereas, the people who don't drive very much are the elderly (who typically pay property taxes to maintain the roads), those on welfare who stay at home to watch TV, get drunk, take drugs and generally suck up more taxpayer money than those on the roads.
