Congress controls military spending & procurement Moshe, not the Secretary of Defense. But I guess your partisan stupidity keeps your from realizing that.

Upgrade kits for Humvees and a increased shipments of body armor were made available as soon as it could be purchased manufactured and shipped to the combat zones. Additional contracts for bomb disposal combat robots were also signed (I helped build and ship them, almost twice as many as were originally asked for).

Rumsfeld's answer to the press rang lame ("you go to war with the army you have"), but action WAS taken, and as soon as possible.
