Those of us who were around back in the 60's remember the Soviet Union had a series of 5 year plans on agriculture production, energy, manufacturing etc. Of course, under Communism, the central planners never hit their goals because there was no incentive for the people to produce more because everything was the property of the state. Our government is now doing the planning and they will fall short as well because they are dufuses.

File this one under While You Were Out: the Obama Administration unveiled its new five-year energy plan on Thursday, when the rest of us were conveniently preoccupied with SCOTUS and the Holder contempt vote. Real smooth.
