The only phrase this administration uses more than "unexpected" relates to G W Bush. This clearly explains the constant look of surprise on Nany Pelosi's (ugh) face. I can't wait until my new medical services kick in. Dr. to patient: "The sudden downturn in your health may be linked to poor management by your provider. This was totally unexpected". Terrific.

The words for the day once again are "unexpectedly declined". I have a couple of examples.
