There hasn't been a budget that passed both houses of congress since 2009. The budgets you refer to in your post were passed by the house but not even brought to a vote in the senate. So while you can parse words the reality is that the Democrats have failed to follow the law and execute on their responsibilities since Obama has come into office. There is a difference between proposing a budget and bringing it to the senate floor for a vote which is required to pass the budget. (Note: all spending bills including the 13 budget bills must originate in the House which every year the House has managed to draft and pass the 13 bills). Harry Reid doesn't seem to like the constraints an actual budget puts on his appetite for OPM.
