From an NPR piece in December 2011: Republican presidential candidate Jon Huntsman said it would create "more than 100,000 American jobs." And earlier Wednesday on the Senate floor, Republican Kay Bailey Hutchison of Texas said the project "promises 20,000 immediate jobs and 118,000 spin-off jobs." So, there's been some serious spin the other way, as well.The 6,500 jobs for 2 years is more in line with other large US pipelines, like the REX project.
Sounds like what some wanted to do to ML King & Susan B. Anthony for their protests. But, tyrants hate dissent.
Motiva had made a major expansion of their Port Artur TX refinery this year, but, somehow managed to cause massive damage to it by accidentally sending caustic into into it while hot, attack the steel in it. Kind of like a dairy farmer accidentally poisoning his cows, it can happen, but, you wonder about their competence.
I don't know where you got the bloated jobs created number from, but, it's way out of line compared to other large pipeline projects, like REX, or, the first Keystone pipeline. 3,000 to 6,000 jobs for 2 about 2 years is close to what it will be. Safest pipeline ever? The Alaskan Pipeline was supposed to be state of the art, but had 7 major accidents in the first 2 months of operation, including burning down a pump station & killing employees. Just look up the NTSB Report for that one. And, only half of the pipe for Keystone XL will be made in the USA, per TransCanada: http://www.transcanada.com/5951.html
