Handicapped people aside, people in poverty for an extended period of time (in the USA) remain in poverty because they behave in a manner that maintains that status. Simply giving money to people who "need" is wrong - simply because needy does not always mean deserving). The best "help" you can give someone who is able-bodied and poor is direction and encouragement.
There is a justifiable but largely unreasonable fear of drugs relative to alcohol in our country. We know lots of people who drink too much and it seems everyone who has a drug problem is a crazed, addled, psychopath intent on doing whatever is necessary to get drugs. Sadly, there will always be people who abuse their health with alcohol, drugs, tobacco, whatever. The best we can do as a society is to protect non-addicts, innocent bystanders and family from the violence stemming from the illegality of drugs. The best way to accomplish this is to decriminalize the purchase of drugs.
